Ultra High Net Worth Individuals in Singapore rose by 2.4 per cent globally last year despite pandemic: Knight Frank

SINGAPORE’S number of ultra-wealthy people continued growing strongly in the 2019-2020 period despite the pandemic, making it the Asian country with the second highest rate of growth in this segment.

Number of millionaires in Singapore could increase by more than 60 per cent from 2020 to 2025, according to Credit Suisse Group, part of a surge in millionaires expected in Asia as financial capitals emerge from the Covid-19 pandemic.

Wendy Tang, Knight Frank Singapore’s group managing director, said: “Singapore remains an attractive destination for the globally mobile, and the steps our government has taken to keep the country safe from the virus and to help businesses and residents financially to weather this catastrophe has elevated its standing among the world’s wealthy, and further cemented the country’s traditional safe-haven status.

“When coupled with strong and enduring economic fundamentals, stable governance, and an attractively competitive tax regime, Singapore offers a break in the clouds that pushed some of the world’s mega-rich to have a presence here in recent years.”

Leonard Tay, Knight Frank Singapore’s head of research, said that home buyers from India, Japan, Malaysia and South Korea ranked Singapore in their top five list of locations when considering investment homes abroad.

He noted that Singaporeans themselves prefer their own home country to other locations, citing the proximity of leisure facilities and amenities, as well as transport links as key factors in their decision making.

Mr Tay noted, however, that prices of prime homes in Singapore have not grown in similar fashion; in fact, they contracted by 0.2 per cent in 2020.

Victoria Garrett, Knight Frank head of residential in the Asia-Pacific, said: “The low borrowing costs and the improved vaccine optimism seen towards the end of 2020 were the main drivers that aided some of the prime residential markets in the Asia-Pacific through the pandemic storm.

“Grounded by travel bans, the desire to live in green open spaces that make for a better work-life balance has never been greater. Wellness, wellbeing and family have been at the forefront for many homebuyers in Australia and New Zealand, who have been looking within their country to upgrade their main residence or purchase a holiday home closer to home. Expats have been returning home and luxury buyers are also looking to upgrade their main residence or invest in a secondary residence as a result of the bullish stock market.”

 

China produced 9,594 more UHNWIs, followed by the US (6,080) and Japan (1,199). In absolute numbers, the ultra wealthy in China now number 79,426, followed by Japan’s 14,755. The US has the world’s most ultra wealthy at 180,060.

Globally, Singapore ranked 11th in terms of millionaire density, with about 1,361 ultra-high-net-worth adults with net worth exceeding US$50 million (S$67 million) in 2020.

Guide to Singapore Home Renovation 2021

When you become a home owner, you’ll be thinking of renovating your home to fit your personal style and luxury. Congrats on finally owning your own home! Be it a HDB flat, condo or landed house, succeeding step when obtaining the keys to your new house is to give it a renovation makeover–at the foremost affordable value, of course.

But with the selection of interior designers, contractors, sub-contractors… who should we go to? What precisely each of them do? How do they differ?

Interior designer or renovation contractor?

An interior designer coordinates and manages your entire renovation project from beginning til the end. They basically provide one-stop services which will handle all of your renovation plans! The interior designer won’t solely be responsible on the ideas for your home design, providing floor plans and 3D renders of your home might look, but also the execution of the renovation project as well and liaising with contractors and subcontractors to realise your dream home. Your interior designer is going to be the one guaranteeing that everything is in order.

On the opposite hand, a contractor typically carries out solely the renovation work appointed or requested by you. In different words, you’ll be responsible for the thinking and styling your home and therefore the overall project management. The contractor can execute the duty as per your wishes! They might work with external subcontractors, to assist them perform a number work they are given with. Subcontractors typically specialize in specific tasks – as an example, a contractor may engage an electrician to undertake the wiring work on his behalf.

In short, interior designer manages your entire renovation project, whereas a contractor will take care of only the specific work you assigned to them, with you as the project manager.

 

Renovation Contractor and Interior Designer. How to Decide?

Now that you know the different roles for both, below are some of the questions you should ask yourself.

What’s your budget? As you can tell from above, interior designers provide more services compared to renovation contractors and are therefore, more expensive to hire. Not only will you need to pay for their consultation and 3D sketches, but also for their time to oversee the entire project from start to finish, and managing all parties involved. Ultimately, what you’re paying for is the convenience of overseeing the project.

  1. Involvement

Do you want to be involved in the project? While most are happy to take a step back and let the interior designer take over the entire renovation process, if you want to supervise the renovation yourself, then you can work with a renovation contractor to manage the timelines and deliverables yourself.

However, it’s important to note that overseeing your renovation is not as easy as 1,2,3 and can be extremely stressful; it requires commitment, knowledge, experience and patience.

Note: If you’re renovating an HDB flat, it’s advisable to use contractors that are part of HDB’s directory of renovation contractors (DRC). These contractors are familiar with HDB’s requirements when it comes to protecting the structural integrity of the building and safety standards.

  1. Level of Renovation

Extreme or minor renovation? If you’re planning on small-scale projects such as renovating your bedroom, installing new carpentry, installing new tiles and installing a plaster ceiling, you can consider hiring a renovation contractor as you may not need an interior designer. However, if you’re going to overhaul the entire home, then an interior designer may be preferable as there is likely to be multiple ongoing ‘projects’ and sub-contractors to manage.

  1. Design Knowledge

How much design knowledge do you have? You may spend a lot of time on Pinterest or read tons of interior design articles, but the real thing is an entirely different matter.

If you don’t have the right experience, it’s better to hire an interior designer so that he/she can consult you to better understand your preference, needs and how you intend to use the space. Remember, renovation contractors may not have the necessary design knowledge or be accountable for the design choices that you make, which means that you’ll need to be responsible for any design errors (and how to solve them).

Designing your home isn’t just about the aesthetics; equally important is having a good understanding of how to make space functional, the type of materials used, and ensuring that all the measurements and dimensions are correct.

Why do I need to set up my LPA?

In Singapore, Lasting Power of Attorneys are governed by the Mental Capacity Act which states that the donor grants on the donee authority to make decisions about all or any of the following:

  • Powers of personal welfare
  • Powers of properties and affairs

LPAs are commonly used to plan ahead and make choices for the future before he/she loses their mental capacity.It is a preparation to protect the donor’s interests that may become vulnerable in the future. LPA is not just for the elderly. Younger people may also become incapacitated through accidents or illnesses.

 

Why Should You Make an LPA?

These are the requirements to register for an LPA in Singapore:

  • Donor and donee must be aged 21 or above
  • Donor must possess mental capacity to make their LPA
  • Not be bankrupt if appointing a property & affairs donee
  • Register LPA with the Office of Public Guardian for it to be legally valid
  • Registered with the OPG before mental capacity is lost

Why should you submit an LPA and what will happen if you lose mental capacity without it?

  1. Choice

When a person has not made a Lasting Power of Attorney (LPA) and has no donee to make decisions on their behalf,you will have to apply for a deputyship for a deputy which will be appointed by the court to make decisions on behalf of a person who lacks mental capacity.A deputy can be an individual or a licensed trust company under the Trust Companies Act (Cap.336),by the Mental Capacity Regulations.

 

  1. Cost

An LPA is significantly cheaper than a Deputyship, including legal fees coming in at around half the cost. The fees that are involved in deputyship consists of certificate issuer fees and filing fees. A deputyship can cost you up to $6000-$10000 for doing up the deputy application.

  1. Time

Registering an LPA takes a minimum of 4 weeks and up to 16 weeks to process compared to a Deputyship which may take up to 6 months. It is more time consuming compared to the LPA form where you can submit it in advance to the OPG.

 

  1. Set of Instructions

If an LPA is created and processed, he/she will be able to appoint someone of their choice, to act on their behalf if a doctor certifies the donor to have lost his mental capacity.

If the person does not create an LPA and loses their mental capacity to make certain decisions, someone else who may not be desired make represent them in court instead. When this happens,the person making decisions on behalf may not know the best interests, beliefs and preferences for the capacitated.

In Singapore, wills are ruled by the Wills Act, that states that a person may devise, gift or dispose of his real or personal property, via a will. Testamentary Trust (Will Trust) are commonly used to shield the interests of young or vulnerable children who may not be ready to handle their own money affairs. It may also be used as an avenue to pass wealth through generations and protect your assets from creditors or within the event of divorce proceedings.

These are the requirements for a valid will in Singapore:

  • Will must be made in writing.
  • Testator must be at least 21 years old.
  • Testator must sign at foot of will in front of 2 main witnesses. If the testator is unable to sign, he may allow another person to sign it on his behalf and in his presence.
  • The 2 main witnesses cannot be beneficiaries of the will. Witnesses apart from the 2 main witnesses can be beneficiaries.
  • Witnesses must also sign the will in the testator’s presence.

Why Should You Write a Will and What Will Happen If Someone Leaves the World Without it?

 

Some will think that the word “will” connotes death or one’s last words. But some are optimistic to think that the loved ones they leave behind are well provided for. Either way, all of us must confront death eventually.

 

Here are some key reasons why you should write a will:

  1. Your Estate Distribution

You decide how your estate is distributed. A will ensures that your assets, such as the properties you own, your CPF monies and stock and shares, are handed over according to your wishes. Otherwise, your estate will be distributed according to the Intestate Succession Act.

Fixed vs Discretionary Trust. Do you know the difference?

If the deceased did not leave a valid will behind before he passed away, Singapore’s rules on intestate succession, as outlined in section 7 of the Intestate Succession Act, will determine how the deceased’s estate is distributed to his survivors.

The rules are as follows:

  1. Guardian to Look after your Children

You can appoint a guardian to look after your children. Appointing a guardian is an issue that parents with children, under 21 years old, may have to tackle.

There are 2 types of legal guardians:

  • A natural guardian – surviving parent of the children
  • A testamentary guardian – someone appointed in a will and need not be biologically related to your children

Sometimes, the guardian appointed by the Court may not be the person you believe to be capable enough of bringing up your children. You would want to have someone you trust to take care of your children when you are not around for them.

  1. Personal Representative

You can appoint your personal representatives and give them the power to act according to your wishes. Someone you can trust to take charge of your hard earned estates and properties. A personal representative serves as the executor of the will, and is responsible for ensuring that your beneficiaries receive what they are entitled to. Without a will, your personal representatives will be appointed by law (usually the next-of-kin, husband or widow of the deceased) and they might not be the best people to carry out your wishes.

Generally, you have to apply for a Grant of Letters of Administration when the deceased person passes away without leaving behind a will, and you wish to administer and distribute his or her estate or if there is a failure of executors in any of the following situations:

  • There is no executor appointed by the will;
  • The executor(s) appointed by the will are legally incapable of acting as such, or have renounced their right to act as such;
  • The executor(s) passed away before the deceased;
  • The executor(s) passed away before obtaining probate, or administering all the deceased’s estate; or
  • The executor(s) appointed by the will do not appear and extract probate.
  • The person empowered by a Grant of Letters of Administration to administer a deceased’s estate is known as the administrator.

 

  1. Funeral Arrangements

You can choose your funeral arrangements on your will. Your will ensures that your decision to be cremated or buried is respected. Some of us may prefer one practice over another for personal reasons or religious beliefs. For instance, most Hindus prefer cremation as it symbolises the end of the existence of the physical body and a new beginning for the soul.
